Meeting was called to order by Mayor Keith Emerson at 3:04 PM.

Pledge of Allegiance was spoken

Present: Kip Emerson, Bruce Pederson, Chad Gulbranson, Jerry Olson, Randy Anderson

Others in attendance: Angela Jacobson, Lynnette Swenstad, Ron Kleinschmidt

The council has a $109,598.78 budget deficit to balance for the 2010 budget.

LGA was cut from $455,647 in 2008 to $380,931 in 2010. $39,000 was cut in 2010.

Last year the council cut the budget by $71,120 this is a 5.9% decrease.

In 2009 we increased our general levy by $22,000 this is a 5.6% increase.

City also levied for the 8^th Ave East and 1^st Ave East Project Bond with $47,536 levy increase.

Total increase for 2009 was $69,536.00 a 17.8% increase

Total levy in 2009 is $459,036

Clerk Jacobson went through each budget item line by line and answer questions as needed.

Councilmember Olson asked Jacobson what the top four recommendations to balance the budget are. Jacobson stated, cut OT, cut capital outlay, take money from Liquor Store savings, and increase the levy.

After discussion the council asked Ron if he felt he could cut from his capital outlay, he felt it was possible.

Council recommended having Jacobson ask each department to cut out of the budget.

The council will meet again to discuss balancing the budget on Monday, August 24^th at 3:00pm.

Motion by Anderson seconded by Gulbranson to adjourn at 4:45pm, All ayes.
