Meeting was called to order by Mayor Keith Emerson at 4:30 PM.

Pledge of Allegiance was spoken

Present: Kip Emerson, Bruce Pederson, Chad Gulbranson, Jerry Olson, Randy Anderson

Project #396 – 8th Ave, Nestor, Osage Street Project

Brian Bangston called regarding his assessment on Osage Street. His total assessment is $11,702. Under our assessment policy the assessment can be deferred if the following items are met.

    1. Retired by virtue of permanent and total disability
    2. Homestead the property
    3. Low income for $31,000 or lower – Income is $14,438
    4. Gross assets not in excess of $48,000 – has none
    5. Market Value $75,000 or lower – house value is $58,000

Brian is permanently disabled and the council can make a motion to defer the assessment as long as the hardship exists or the property is sold.

Motion by Olson seconded by Pederson to approve to defer Brian Bangstand’s assessment of $11,702 as long as the hardship exists or the property is sold at that time the assessment with 6.5% interest will be due and payable. All ayes.

Project #147 – First Ave East Project

Osakis Trailblazers Saddle Club – Arlene contacted clerk Jacobson regarding the assessment on their property. Arlene wants to have the $12,932.58 assessment deferred.

The council discussed this at the special assessment hearing it was determined the assessment policy does not allow us to defer assessment unless they quality with the criteria. They do not qualify under the 65 or older or permanent disability.

The assessment is based on the value to the property not the use of the property. The assessment is currently on the 2009 taxes.

Motion by Anderson seconded by Gulbranson to deny the request to defer the assessment for the Trail Blazer Saddle Club do to the fact that it is not allowed in our assessment policy and the property benefits from the project, when put to a vote for: Gulbranson, Olson, Pederson, Anderson Against: Emerson

Council would like clerk Jacobson to check into the adding the non profit group to the deferred assessments in the assessment policy.

Greg Anderson talked to Emerson and wants the council to discuss the parking on Main Street by the Thrifty White Store.

Angie Baker wants to express her concern to the council about the death of her husband and being served after being intoxicated. Jerry Olson will talk to Joe

Motion by Anderson seconded by Pederson to adjourn at 5:00pm, all ayes.
