Meeting was called to order by Mayor Gary Astleford at 7:00 PM.

Present: Gary Astleford, Keith Emerson, Bruce Pederson, James Tholen, Randy Anderson
Absent: None
Project #343 – First Avenue East
Tom Klemenhagen was present and presented the council with the bid from Kuechle Underground Inc. and Mark Lee Excavating.
The council received the letter from the city attorney on his opinion on the bid results.
A Resolution was presented by Emerson seconded by Anderson to award the bid for the First Avenue East Project to Mark Lee Excavating. When put to a vote the resolution passed unanimously.
Mayor Astleford opened the meeting to public input and questions.
Temporary Easements were sent to all property owners to sign. The easement allows us to go on to each person’s property to make the connection to the water and sewer. If we do not get a signed easement, then the contractor will have to fall short of the property and it will be the property owner’s responsibility to hook up.
Permanent Easements will need to be obtained from all properties south of Rush Street.
Ron Peel (512 1st Ave E) – why the temporary easement was for 2 years. This is for the warranty of the connection and pipe. If there is a problem, they will have to come back to fix it. Concerned why the easement has to have the equipment parked on property and dirt piled on property. He submitted a different easement agreement which Tom didn’t think would be a problem.
Tim Gilsrud (503 1st Ave E) question about stop box location and hookup to this line.
Water line will be 8 feet deep, sanitary sewer will be 12’ deep.
Others with questions were, Melissa Engfer, Jon Eldred, Ron Eldred, Laura Sommars, Greg Zimmerman, Jason Moundson. Questions regarding: location of service, trees removed, drainage, storm sewer, assessment, sidewalk replacement, equipment use.
Chub Hensley thanked the council for looking in the right direction and towards the growth and future of Osakis with expansion towards the Interstate. This is a move in the right direction, and they will not request any money for their permanent easement because they will recover that money with the increase in value to his property.
Mayor Astleford thanked all present for coming and expressed his is concern for their questions and hope this meeting helped ease their minds about the project and answered their questions.
Project # 167 – Tax Increment
The council received a draft proposal for the terms of the development agreement for Blue Ox Timber Frames.
The Council will need to approve the terms of the agreement and have the City Attorney draft the Development Agreement.
Motion by Emerson seconded by Tholen to approve the development agreement between the City of Osakis and Blue Ox Timber Frames and have the attorney start the drafting of the agreement. All ayes.
Project # 73 – First Responders
Councilmember Emerson informed the council he had a call from Jason Schultz regarding Becky Bjerken and her low response to calls. She is up for renewal this fall and he would like to have the council consider not renewing her training do to the lack of response. Clerk Jacobson will put it on the agenda for the July meeting.
Project #401 - Scenic Road
No petition has been filed with the Council for vacation, so the Council will not act at this time.
Motion by Emerson seconded Anderson to adjourn at 8:44PM, all ayes.
