Meeting was called to order by Mayor Gary Astleford at 10:00 AM.

Present: Gary Astleford, Keith Emerson, Bruce Pederson, James Tholen

Absent: Randy Anderson

Others Present: Angela Jacobson, Ron Kleinschmidt, Lynnette Swenstad, Tom Klemenhagen

Tom Klemenhagen was in attendance and explained to the council that all bids are reviewed and if there are discrepancies they use the unit price amount to determine the bid price.

The estimate for the project was $996,397.40

Kuechle bid came in at $798,500.70

Mark Lee bid came in at $799,598.97

In Kuechle bid the unit cost for grass seed was put in at $240. The decimal was missing. This changes the bid amount to $904,813.92.

Motion by Emerson seconded by Pederson to wait to award a bid until we hear our attorney’s option on we should handle the error in the bid. All Ayes

Tom stated we are having a lot of calls on the temporary easement and suggests we have an informational meeting to address these questions.

Motion by Tholen seconded by Emerson to set up a special council meeting for Monday, June 30^th to award the bid and to address questions on the easements for First Ave East. All Ayes.

Mayor Astleford presented a letter asking the council to approve sending the letter to Todd County Commissioners. After much discussion the council decided to wait on the letter.

Councilmember Pederson brought up the TIF on Sandy Shore and Sandy Beach. This TIF is paid to Stan Kirckoff. In 2007 Stan was paid and he did not pay is partner Jim McQuay. The TIF agreement was started in Builtmore Homes. They were both sent a letter drafted by the attorney regarding payment for the TIF in the future to both partners. Stan says he has transferred all interest of Builtmore homes to his name. Bruce will work with Angela on the TIF.

Motion by Emerson seconded by Tholen to adjourn the meeting at 11:00am, all ayes
