Call meeting to order
Pledge of Allegiance
Present: Jim Tholen, Keith Emerson, Gary Astleford, Bruce Pederson,
Lloyd Hagemann
Absent: None
Motion by Emerson seconded by Hagemann to approve the agenda, all ayes.
Project # 7 – Community Center
Jan Davis is producing food product to sell using the Community Center
kitchen. She had made a prior agreement with Lyla to use the center, and
was told we could negotiate the price. At this time she has rented the
Community Center 5 times in November, and has paid the $75.00 fee for
each time she has used the center.
She would like permission to continue to use the center as she needs
until the end of the year. She is asking the council for permission to
use the center for her production and to negotiate a price.
Jan Davis was in attendance and asked the council to use the Community
Center through the end of the year, because she is licensed through that
facility only.
A motion by Emerson seconded by Tholen to approve Jan Davis use the
Community Center when available through December 31, 2007 at the prior
price agreed to, all ayes.
Project # 362 – New Development (Copperfields)
The council needs to make a decision on approving the plot for
Copperfields. Tom Klemenhagen was in attendance to help explain the
project.
The road is now not officially vacated and that would need to be vacated
before a plot can be reviewed.
The Council questioned if the Osakis residents would get notice of the
road being vacated because there is no turn around if it is vacated.
The Council questioned when the actual 60 days starts. Tom is going to
talk with Tom Klecker to see what is the actual last day we can respond
to review the plot? If the county reviews the plot do we have a right to
review it if they want to be annexed into the city?
Will get back to the council and Angela by the November 26th meeting.
Project # 84 – Budget – Setting of the proposed tax levy
The Clerk informed the council she will be redoing the budget for the
December 3rd meeting and some of the changes are? $5,000 be transferred
from the cemetery fund to pay for Mike Didier as sexton. $10,000 to be
transferred from the 400 fund to supplement the general fund. The police
will save $7,600 because Calvin Uhl is not taking insurance for 2008.
This saving can help reduce the levy or go to the capital improvement
budget.
Project # 321 – Visitor and Heritage Center
Clerk asked the council to specify the meaning of building maintenance,
if it included the alarm annual fee or shoveling the sidewalk. The
consensus of the council was that building maintenance was only to cover
the hard cost on up keep of the building, not the alarm or shoveling the
sidewalk.
Project # 33 – Hendricks Homes
Clerked informed the council she sent a letter to Jerry Hendricks to pay
for the hook up charges for the unit that have already been built. The
Clerk received a call today stating he was not going to pay it and
should not pay it and that UBC should pay it because they are the
buyers. He was not aware of the fee and should not have to pay it
because he is selling the lots to UBC.
Council wants the clerk to check with the attorney to make sure he can
legally be charged for the hookups, and still proceed as planned and
assess it to the taxes if it is not paid.
Motion by Pederson seconded by Hagemann to closed the special meeting
and open the closed meeting at 5:02pm, all ayes.
