SPECIAL MEETING

FEBRUARY 12, 2007

3:15 PM

Call meeting to order by Mayor Gary Astleford at 3:15pm.

Present: Gary Astleford, Keith Emerson, Jim Tholen, Bruce Pederson

Absent: Lloyd Hagemann.

Project # 154 – Employee Hiring

Council received the Superintendent Resumes at the February Council Meeting.

After discussion the following individual will be interview for the position:

Ronald Kleinschmidt 4:00pm

Gary Bennett 4:20pm

Todd Anderson 4:40pm

Gary Klovstad 5:00pm

Matthew Brekke 5:20pm

The interviews will take place on February 20, 2007 starting at 4:00pm.

Project # 73 – First Responders

Jason Schultz called the clerk and asked if the council would consider adding up to 5 more people to the roster.

He would like to get more people that are in town during the day and/or off during the day that can respond to calls. Now that is when they are needed in.

Cost for the initial training for each person is $300.00 x 5 - $1,500 plus pagers for each person. The First Responders currently are close to budget now. The Fire Department is only allowed to have 20 people on the roster. If they want to get more people that are in town during the day they may need to look at that before they hire anyone.

The First Responders would like permission from the council to change their bylaws to state if they go on a call they have to sign in at the firehall in order to get credit for the call this would be for anyone who lives in the 5 minute response time. This will help to keep track who is going on the calls and how many through the year.

Council gives permission to the First Responders to change their by-laws to state when going on a call they must sign in at the firehall if they live within the 5 minute response time. Also the council would like the President to put a number of calls they must respond to in a year to stay an active member, taking in to consideration the time of day they are available and the call amounts at those times.

Council would like a report monthly from the First Responders indicating how many calls we had and how many were responded to, and an update sheet of the amount of call each person has responded to.

Council gives permission to put up to 5 more people on the Roster, as long as they are reviewing the individuals that are not doing the calls they should be that are currently on the roster.

Council had discussion about Becky Schmidt taking leave for business.

Motion by Pederson 2nd by Emerson to pay the EMT training for Becky Schmidt’s training as long as she is responding to the required amount of calls or she will have to pay the city back. All Ayes

Project #80 – Garbage

At the February meeting the council asked the clerk to have the attorney review the proposal agreement.

Talking with the attorney Tom Klecker he stated it was hard to make this a legal binding document with so little criteria to follow. He suggested the 19 page proposal that would outline the items we wanted and what was expected of them.

Deadline is set for March 2, 2007 at 1:00pm. Bids will be based on 631 residences though the average billed is 580. The bids will state one price per household no matter what container size.

Terry from Waste Management and Coerlis form West Central Sanitation were in attendance and looked over the contract and suggested a few changes.

Motion by Emerson seconded by Pederson to approve the 19 page proposal with the changes suggested with a deadline of March 2, 007 at 1:00pm. All Ayes

Motion by Pederson seconded by Emerson to adjourn the meeting at 5:20pm, all ayes.
