Present: Hagemann, Pederson, Astleford, Emerson, Tholen
Absent: None
Mayor Gary Astleford called the meeting to order at 7:00 pm
The pledge of Allegiance was spoken.
Motion by Pederson, seconded by Hagemann to approve the agenda as
presented. All Ayes.
Motion by Emerson, seconded by Hagemann to approve June 4, 2007 meeting
minutes. All Ayes.
Motion by Hagemann, seconded by Tholen to approve the City bills in the
amount of $584,435.53. All Ayes
Motion by Pederson, seconded by Hagemann to approve the Fire Department
bills in the amount of $4,872.65. All Ayes.
Motion by Hagemann, seconded by Tholen to approve an additional City
bill for Landteam in the amount of $25,000.00. All Ayes.
Project #76: Police
Officer Gilson was in attendance.
Council received Police Report for the month of June.
Project #24: Liquor Store
Joe Ketelboeter was in attendance.
Joe stated that the employee that cleans the liquor store is asking for
a raise.
Motion by Pederson, seconded by Emerson to approve a raise of $25.00 per
week for the Liquor Store Cleaner. All Ayes.
A new freezer was purchased from Larry's TV at a cost of $339.00.
The smoking ban was discussed. Joe stated that he will wait and see what
is going to happen with this and to find out what they can or can't do.
Project #205: City Crew
Ron Kleinschmidt was in attendance. Council received the monthly report
and the drinking water report from the MN Dept. of Health.
Ron informed the council on the following:
5.7 million gallons of water was treated.
The water tower was cleaned at a cost of $2,700. Ron recommends
budgeting $900.00 for water tower cleaning.
Water meter readings for July will be inside and outside readings.
A letter will be given to the residents that have high readings.
Water leak in the City Hall basement has been fixed.
4.9 million gallons have been pumped to the ponds.
67 million gallons have been discharged.
Recycling bins will be moved to the city garage. A sign will be made to
tell the residents where
they are moved to.
Ron stated that there is a problem with coon tail weeds in ponds three
and four and needs to be taken care of. Ron has talked to Pro Lake
Management and they would treat the ponds for about $8,000.00.
Motion by Emerson, seconded by Hagemann the approval of $8,000.00 to
treat the coon tail weeds at the waste water ponds. All Ayes.
Project #15: Fire Department
John Swenstad and Brian Helberg were in attendance. Council received
the Schedule I & II for 2007.
John stated the Fire Relief Board wants to change the dates to calculate
the Schedule I & II for next year. They want to allow enough time from
when they receive the forms from the state to when the council would
approve them at the regular council meeting. They have to be finished
and approved by August 1st of each year.
Motion by Emerson, seconded by Tholen to approve changing the Schedule I
& II from $2,700 to $2,600. All Ayes.
Project #105: Street Lights
Joe McFadden was in attendance and discussed the light that is
located at 5th Avenue East and at the road that goes through the park.
The light is located on his lot at 501 Lake Street East. The light is
used to light up the park bathrooms.
The light has been on and off within the last year and now Xcel Energy
has fixed the problem with it. He feels the light is too bright and does
not shine on the park bathrooms.
After discussion regarding the light, the council has decided to have
Xcel Energy remove the light completely. If there are problems with the
park bathroom a light could be put up by the playground equipment to
shine towards the bathrooms.
Project #122: Cemetery
The items at West Evergreen Cemetery were removed by our summer help
last year. The items were kept at the city garage to see if anyone would
claim the items. Some items were claimed and others were disposed of
this spring when the city crew was cleaning the building.
A resident inquired about the missing items at the cemetery. The
resident is asking the city to pay for the new plant holder.
Motion by Astleford, seconded by Tholen to deny payments for items
removed from the cemetery. All Ayes.
Project #38: Township Fire Protection
The council received the letter that was sent to the townships inviting
them to a meeting on July 11, 2007. The fire department will hold this
meeting to answer any questions they may have regarding township fire
protection.
Project #249: Planning and Zoning
Council received the minutes from the Planning and Zoning Commission
meeting held on June 21, 2007.
Motion by Emerson, seconded by Tholen to approve the Planning and Zoning
Commission minutes from the June 21, 2007 meeting. All Ayes.
Project #174: Overtime Report
Council received the Overtime Report for June.
Council is questioning some of the overtime hours.
Ron stated that not all of the overtime hours are from the month of
June. Some of the hours occurred the last week of May which are included
in June's payroll.
Project #343: Fireworks
Council received the signed lease agreement with the Osakis Country
Club for the fireworks display.
Osakis Women's Association will collect money at the fireworks for next
years display.
Project #56: Insurance
Council received the quotation for the worker's compensation premium for
2007. The amount is $15,309.00
Motion by Tholen, seconded by Emerson to approve the amount of
$15,309.00 for worker's compensation.
Project #109: Liquor License
The Catholic Church is requesting a one day beer license for the church
festival on Sunday July 8, 2007. They are also asking permission to
close the alley between 3rd and 4th Avenues on Saturday July 7th, 2007
and Sunday July 8th, 2007.
Motion by Emerson, seconded by Pederson to approve a liquor license and
closing of the alley between 3rd and 4th Avenues for the Catholic Church
Festival on July 7th, 2007 and July 8th, 2007. All Ayes.
Project #284: David Drowns
Council received a letter from David Drowns Associated regarding the
preparing of the 2006 TIF Reports. The city has four TIF districts and
the cost will be $3,000.00
Motion by Emerson, seconded by Hagemann to approve the preparing of the
four TIF districts at a cost of $3,000.00. All Ayes.
Project #60: Ordinance Change
Council received an ordinance change that was adopted by the Planning
and Zoning Commission at their June 21, 2007 meeting.
Ordinance was read once.
Project #170: Osakis Chamber of Commerce
Council received the May 16th, 2007 meeting minutes, June 20, 2007
agenda and June 20, 2007 meeting minutes.
Project #Osakis Visitor and Heritage Center
Council received the June 19th, 2007 meeting minutes.
Project #370: Osakis Visitor and Heritage Center
Council received the June 19th, 2007 meeting minutes.
Project # : Industrial Park
There are concerns over the driveways that Landwehr will be putting in
at the businesses in the Industrial Park.
They are putting in 40' driveways and the businesses had a 50' one prior
to the project starting.
Ron will contact Landteam and make sure that 50' driveways are put in.
Other Information:
Mayor Astleford commented that we as city officials are sometimes asked
that our city crew to do extra jobs. These extra jobs are to be brought
before the council before the individual council members make promises
to do these jobs.
Council member Emerson had talked to Jason Schultz regarding the First
Responder Pagers. Douglas County and North Ambulance are going to
different pagers. So the First Responders may have to get new ones.
Motion by Emerson, seconded by Hagemann to adjourn the meeting at 8:30
p.m. All Ayes.
