Present: Tholen, Hagemann, Pederson, Astleford, Emerson
Absent: None
Mayor Gary Astleford called the meeting to order at 7:00 pm
The pledge of Allegiance was spoken.
Motion by Pederson, seconded by Tholen to approve the agenda after
adding the Osakis Area Heritage Organization at the end of the meeting.
All Ayes.
Motion by Emerson, seconded by Hagemann to approve September 4, 2007,
and September 12, 2007, meeting minutes as presented. All Ayes.
Motion by Pederson, seconded by Tholen to approve the city bills in the
amount of $149,668.37. All Ayes.
Project #76: Police
A Resolution is needed to allow Michael Mensen to be a member of the
Police and Fire PERA plan.
A Resolution was presented by Tholen, seconded by Hagemann to approve
this Resolution. When put to a vote the Resolution passed unanimously.
The Council received a copy of the Police Union Contract for final
approval.
The Council wants to review with the Union Representative Article 27.4
before approving contract.
The Council reviewed the Police Report.
Motion by Tholen, seconded by Hagemann to approve this report. All Ayes.
Project #205: City Crew
Ron Kleinschmidt was in attendance and presented his monthly report.
The Mayor thanked him and his staff for the good work done.
Council member Pederson asked if he checked with Everett Anderson's
water problem. Ron stated the problem is that his driveway is lower than
the road. This can be solved by installing curb and gutter or put in a
ditch on each side of Main Street and put a culvert at the end of his
driveway. A petition is needed from his neighbors to proceed.
Project #147: First Avenue East
At the September 4, 2007, council meeting, the Council by Resolution
called for a Feasibility Study on First Avenue East from Hwy 27 to Hwy
127. Tom Klemenhagen was in attendance with this study.
A Public Hearing is needed to continue this project.
Tom Klemenhagen presented the Feasibility Study for the First Avenue
East Improvements and reviewed the costs and assessments.
A Resolution was presented by Emerson, seconded by Tholen to accept this
study and call for a Public Hearing on this project to be held October
29, 2007, at the Ed Pollard Community Center at 7:00 p.m. When put to a
vote the Resolution passed unanimously.
Jerry Hendricks was in attendance and had to have his addition
resurveyed because of the construction of the Pond adjacent to his
property. The cost is $930.00. He is requesting help to pay for this
survey since this was a City project. Mr. Klemenhagen and Mr. Hendricks
are to come up with a figure and present it to the Council.
Project #4: I & I
A Sanitary Sewer Collection System Study was conducted by Landteam and
presented to the Council on November 6, 2006. The City Council has not
initiated an I & I removal project as of yet. The engineer fees are
$20,250.00 which is due one year from November 6, 2006. Landteam will
work with the City on payment. The suggested payment is 50% now and
defer the remaining 50% until May, 2008, or maybe the City has another
suggestion for consideration.
Motion by Pederson, seconded by Hagemann to agree to pay ½ now and the
balance in May, 2008. All Ayes.
Project #44: Swimming
Angela had requested the VFW to help support swimming lessons and the
Summer Recreation Program.
The VFW responded and stated they could help out with approximately
$1.100.00 or $1,200.00 annually, if they are financially able.
In 1994, the City entered into a Joint Community Recreation Board with
the Townships and School. Each paying according to how many children
participated in the program from their jurisdiction. The average cost
has been $2,200.00. This covers $20.00 per child to participate in
Summer Rec. If the City would decide not to participate in this
recreation program, the parents would pay this fee.
The Red Cross has provided swimming lessons to Osakis children for many
years. The money to fund this was donated and given to the Red Cross to
be used for the Osakis Area. This money is now depleted and the City has
the option to continue or pass the approximate amount of $20.00 per
child to the parents.
Motion by Pederson, seconded by Tholen to pay up to $20.00 per child for
swimming lessons provided the VFW will pay $1,200.00 annually. Ayes:

Project #102: Economic Development Authority
Council received the minutes for the August meeting.
Motion by Emerson, seconded by Hagemann to approve these minutes. All
Ayes.
Project #143: Cable TV
The Clerk published Notice of its Intent to Consider an Application for
a Franchise for two consecutive weeks, with a notice mailed directly to
Arvig.
A Public Hearing is needed to proceed.
A Resolution was presented by Emerson, seconded by Tholen to set a
Public Hearing at the November 5, 2007 meeting at 7:15 p.m. When put to
a vote the Resolution passed unanimously.

Project #174: Overtime Report
Council received the September Overtime Report
Project #249: Planning and Zoning
Council received the September 20, 2007, minutes and two letters
sent to Floyd Kruse dated September 12, 2007, and September 17, 2007,
from Dan Marthaler, Building Inspector.
Motion by Pederson, seconded by Hagemann to approve the minutes from the
September 20, 2007 Planning and Zoning meeting. All Ayes.
Project #354: Osakis Women's Association
The OWA is requesting permission to run the Mitten Tree Project through
City Hall as done in previous years. The City staff has no objections.
Motion by Emerson, seconded by Hagemann to allow the Osakis Women's
Association to have the Mitten Tree at the City Hall. All Ayes.
Project #321: Visitor's Center
Council Member Tholen, member of the Control Board, wanted the City to
consider raising the OEDC rent at the Liquor Store to 10%, the City now
receives 6%. He stated the difference would be $10,000.00 and is
requesting this money be donated to the Osakis Area Heritage
Organization to support their organization and help pay their share of
the operational expenses of the building, excluding salaries.
The Council asked him to come back with a written agreement from the
organizations involved.
The Council also wanted a list of the steps they are taking to reduce
the cost of the operation.
Carol Mihalchick was in attendance and answered questions about the
Chamber and the Visitor's Center.
Larry Dillehay was in attendance and asked if the Council was going to
revisit the new trailer ordinance.
Ron Kleinschmidt stated he had asked the League of Minnesota Cities for
sample ordinances regarding the parking of trailers on city streets.
Motion by Pederson, seconded by Tholen to adjourn meeting at 8:35 p.m.
