Mayor Astleford called the meeting to order at 6:30 PM
The pledge of Allegiance was spoken.

Project #335 Comprehensive Plan
Karin Tank
Karin Tank gave a presentation on the Comprehensive Plan and Mayor Astleford opened the meeting up for the public.
Karin stressed the Comprehensive Plan Steering Committee would like the city to look into updating the ordinances and subdivision ordinances. Karin stated the League of Minnesota Cities could help to guide you but they would send the city to a business to rewrite the ordinance books.
Bridget Schmidt had questions on section 5 Land use and R-2 not many areas designated. Karin stated as the city grows, those areas can be identified. She also commented on the blighted areas in town. Mayor Astleford stated the police are writing citations to people who haven’t cleaned up their yards and setting up a TIF district downtown to address water & sewer mains and building removal. Bridget Schmidt also stated traffic is too fast on Highway 27 from Nokomis to County Road 4. The city should look at reducing the speed. The superintendent will have to contact the state.
Lil Ortendahl commented on the sewer system. If a developer comes in, how do we know we can handle the capacity?
Mayor Astleford stated we are working with Land Team to fix the infiltration problem from the floor drains and sump pumps that are hooked into the sanitary sewer and not the storm sewer. They are working on a permit for an additional pond for treatment.
The City did a Capital Improvement Plan and the sewer rates will have to go up in order to qualify for grants. We have to increase sewer rates and fix our infiltration problem.
Karin stated at the current rate of growth the city would be out of capacity in 2 to 5 years if the city did nothing.
Lil Ortendahl stated that a fact in the plan if each person puts 100 gallons into the pond a day and it could help if people would be more conscious of their use.
Steve Nelson asked about getting a copy of the plan and that special item for historic sites. One item listed is the Pollard Milling Company. It was put on the National Historic Registry in 1993 for the building at Central & Lake. If that building already has been torn down that will have to be cleared with the Historic Registry.
It was asked if the TIF money for the downtown was going to Mike Roach.
Mayor Astleford stated Mike Roach is not getting any money from the TIF. It is a vehicle for the city to use to improve.
The Resolution was presented by Emerson. Seconded by Hagemann to approve the 2006 Comprehensive Plan. All Ayes.
Motion by Pederson and seconded by Timmerman to adjourn at 7:50 p.m. All Ayes.
