Special Meeting

January 18, 2006

Mayor Astleford called the meeting to order at 7:00 PM 

The pledge of Allegiance was spoken. 

Present: Astleford, Pederson, Emerson, Timmerman, Hagemann

Absent: None 

Project # 160 – Osakis Public School  

The Osakis Public School is requesting 5 minute parking on 1st Avenue East. 

This is a county road and the City of Osakis has to request from the County to put up 5 minute parking signs. 

Motion by Timmerman seconded by Pederson to approve 3 spots for 5 minutes parking, all ayes. 

Project #39 - Comprehensive Plan 

Karin went through briefly the Public Utility Section of the Comprehensive Plan 

Project #366 – Tentative Plan for Wastewater Treatment and Collection System Improvements 

Ken Weber from Landteam will be in attendance to make a presentation on what should and can be done to improve our Lagoon System.  Council received a copy of the plan. 

The Steering Committee for the Comprehensive Plan will also be in attendance regarding Public Utilities.  Council received a copy of Public Utilities. 

No decisions were made. 

Project # 376 – Capital Improvement Planning Summary 

This is a plan where you put in all improvements needed for the city in the future.  With this plan it will tell the city where we are now, and how to get to the point of affording all the projects needed, and if they are even feasible to do.  The Plan will outline what fees to increase to do the projects needed. 

Capital Improvement Plan will take one month to complete and cost $5,000.00. 

Motion by Astleford seconded by Hagemann to have Traci Ryan prepare a Capital Improvement Plan, all ayes

Project # 22 – Clerk 

City Clerk asked permission to attend the Clerks Conference being held in St. Cloud on March 14 -17th, 2006. 

Motion by Pederson seconded by Emerson to approve the clerk to attend the conference, all ayes. 

Project # 249 – Planning & Zoning 

Clerk will get information on training for Planning and Zoning members.  Clerk will have information for the February meeting. 

Project # 321- Visitor Center 

The Mayor updated the council on the Handicap bathrooms.  The Clerk called Craig Tenhoff for an estimate; he stated he would have the estimate the week of the 17th of January.  No estimate has been received yet. 

Council member Timmerman stated the Visitor Center has enough money until March and then they will be in a deficit.  He was wondering if the city would be inclined to help out. 

Consensus was to not give the Visitor Center any financial assistance.  Have them go back to trim the budget some more. 

Motion by Timmerman seconded by Hagemann to adjourn the meeting at 9:30pm, all ayes.
