July 3, 2006

Mayor Astleford called the meeting to order at 7:00 PM
Present: Astleford, Pederson, Emerson, Timmerman
Absent: Hagemann
The pledge of Allegiance was spoken.
Motion by Pederson and Seconded by Timmermann to add Margie Evan from
Avon, ordinance change, Tim Nielsen & Quarterly Reports. All Ayes
Motion by Emerson, Seconded by Pederson to approve 6-5-06 and 6-28-06
minutes. All Ayes
Motion by Timmermann, Seconded by Pederson to approve bills in the
amount of $224,278.87. Fire Department $3,930.52. All Ayes
Project #76: Police – Did not receive a monthly report. Chief
Gilson was not in attendance.
Project #24: Liquor Store – Joe Ketelboeter was not in
attendance.
Project #205: City Crew – Greg Thompson was in attendance. Had a
calendar of work for the month and a statement of water & sewer pumped
for the month. Timmerman and Emerson will meet with Greg on Wednesday at
3:00 p.m. to see how things are going.
Margie Evan: Mayor of Avon was in attendance to thank the city
for the JOBZ acres so the business in their city could expand. It was
much appreciated.
Project #380: TIF – Downtown
Traci Ryan and Bob Poluptic will be inspecting the downtown buildings in
July. Poluptic’s fee for the inspecting is $500, this is above and
beyond the $5,000 for the TIF report. Traci stated that any extra
mileage or expenses are always above and beyond the TIF fee.
Dan Marthaler’s cost was $4,000.
City Clerk talk with Traci Ryan on the boundaries for TIF district and
they would need to be approved before approving TIF.
What money would be put into this fund from the Osakis Ag. Property? Do
the taxes we get now go into the fund, how is it broke out, and is it
only on improvements?
Is the county and school money the only money in the district?
Project #249: Planning & Zoning
Jacobson went over the Planning & Zoning minutes for the June 15th
meeting.
Clerk Jacobson read the ordinance.
Mayor Astleford swore in Tim Nielsen to the Planning and Zoning Board.
Jerry Olson asked about the sprinkler system for the Roach Property and
Pederson stated this project would have to follow the state building and
Fire Code. The Fire Code does state you must have a sprinkler system.
Motion by Emerson, seconded by Pederson to approve the recommendations
of the Planning and Zoning and approve the ordinance for sump pumps and
30 foot side set back with corrections and waive the second reading. All
Ayes.
Motion by Emerson, seconded by Timmerman to approve Tim Nielsen for the
new Planning and Zoning member. All Ayes.
Resolution was presented by Emerson, seconded by Pederson to approve the
3 foot variance for Andy Braatz. All Ayes.
Project #60: Ordinance Change
Planning & Zoning recommended to the Council to change the ordinance on
Corner lots to 30’ for the side and to have all new construction have a
working sump pump. See Planning and Zoning Minutes project #249.
Project #71: Catholic Church Beer License
The Catholic Church is requesting a one day liquor license on July 9,
2006.
They would also like to request the closing of the alley by the church
for this event, from Saturday, July 8th, 9:00 a.m. to Sunday July 9th,
7:00 p.m.
Motion by Emerson, Seconded by Timmermann to allow a 1 Day Liquor
License on July 9th, 2006 and closing of the alley. All Ayes.
Project #5: East Side Pond
Council received an email from Julie from SRWD, stating they have
extended our permit until June 15, 2007.
Project #312: Osakis Onward – Trail Grant
Osakis Onward did not receive the trail grant for 2006.
Council received the letter from the DNR.
Council received the June 8, 2006 minutes.
Project #370: Osakis Info. Center, Heritage Center and Control Board
What is the expectation of the city of Jan Moore to do? Should the city
pay for those services?
Cost of the website and time spent on it? City needs – cost for someone
to do it or time for the city to do.
Council received the June 20, 2006 minutes.
June 27, 2006 balance sheet, Profit and Loss, Budget vs. Actual
Project #233: Sauk River Watershed District
Council received Administrator’s Report for June 20, minutes from June
6, minutes from June 12, minutes from June 20, agenda for July 5 and the
Administrator’s Report for July 5, 2006.
Project #377: Rainbow Rider
Councilmember Timmerman met with Jennesen and starting July 5 their will
be a Rainbow Rider bus available in town. Tickets will be sold at City
Hall, Community Memorial Home, and the driver will have tickets.
The tickets can be bought for $25.00 for an unlimited monthly pass, or a
discounted pass for $18. This pass is good for 10 trips. One way trip
will cost $2.00.
Project #343: Fireworks Lease of the Country Club
Council received a copy of the signed lease of the Country Club for the
fireworks.
Motion by Emerson, seconded by Timmerman to approve the lease agreement
of the Country Club to set of fireworks. All Ayes.
Project #325: Ordinance Book
Council received a letter from the League of Minnesota Cities regarding
updating ordinance.
Get a quote from Karin Tank to update the ordinance book, policy,
Planning and Zoning ordinance and from the League of Minnesota Cities.

Burning Ordinance: Adopt an ordinance to prohibit burning within
100 feet unless has enclosed fire of 3 feet in with or less. Have on
August meeting.
Motion by Emerson, Seconded by Timmerman to adjourn the meeting at 8:30
p.m. All Ayes.
