Osakis City Council
Special Meeting
March 22, 2005
7:00 pm
Mayor Astleford called the meeting to order at 7:00 PM
The pledge of Allegiance was spoken.
Present: Hagemann, Astleford, Nordstrom, Emerson, Timmerman
Absent: None
Project # 354 – OWA Park Grant
Public Hearing was held at 7:00 pm regarding the Park Grant. Shelly Triebenbach was in attendance to answer any questions the public may have.
Motion by Emerson seconded by Nordstrom to Close Special Meeting at 7:02 pm
Motion by Timmerman seconded by Nordstrom to Open Public Hearing at 7:03 pm
Shelly Triebenbach from OWA was present to give the presentation on what the plan is to rejuvenate Park Osagi.
All citizens which were present had an opportunity to be heard.
Motion by Emerson seconded by Hagemann to close Public Hearing, all ayes at 7:20 pm
Motion by Emerson seconded by Timmerman to reopen the Special Meeting, all ayes at 7:21 pm
A Resolution was presented by Timmerman seconded by Emerson to have the City of Osakis act as legal sponsor of the Park Grant. When put to a vote the Resolution passed unanimously.
Motion by Timmerman seconded by Hagemann to designate $10,000.00 towards the grant project.
Tom Klemenhagen from Landteam, the city Engineer, stated he would like to offer $1,000.00 towards the project.
Project # 359 – Wastewater Flow Improvements
For the March 7th, 2005 meeting Mr. Klemenhagen gave the council the study for them to look over.
A motion by Emerson seconded by Hagemann to have the mayor sign the service agreement with Mr. Klemenhagen from Landteam to proceed with the study.
Project # 5 – East Side Pond
On March 16th, 2005 at 2:30pm Gary Astleford, Gary Nordstrom and Tom Klemenhagen met with Sauk River Watershed District at City Hall regarding grant money available.
At the March 7, 2005 meeting the following questions were asked:
How to pay for project? And can the city recover money put into the project?
Project will be done this summer July or August.
Tom Klemenhagen will have information on the cost estimated of project at the April 4th, 2005 meeting.
Power poles easement, Xcel will be available next week for meeting with Tom Klemenhagen.
Tom Klemenhagen is meeting with Jerry from Douglas County ASCS office Monday March 28, 2005.
Tabled until April 4th, 2005 meeting.
Project # 233 – Sauk River Watershed District
The council received a copy of the drafted minutes from the March 1st, 2005 meeting and also the agenda for the March 15, 2005 meeting.
Project # 360 – New Development
This property is not in the City Limits.
Mr. Dan Klukken has a proposal which he wants to bring before the council.
A copy of a map and also what he wishes from the council.
Also Gary Walsh is thinking of purchasing the property from Klukken and doing something similar with 103 houses. He had his plan here also.
A committee was appointed to discuss plans consisting of: Tom Klemenhagen, Reggie Redetzke, and John Timmerman.
Discussion was tabled
Motion by Emerson seconded by Timmerman to adjourn meeting, All Ayes. Meeting adjourned at 8:25pm
