Special Meeting

March 11, 2004

Mayor Astleford called the meeting to order at 9:00 AM 

The pledge of Allegiance was spoken. 

Present: Hagemann, Astleford, Nordstrom, Emerson, and Timmerman

Absent: None 

Project # 76 – Police 

Chief Gilson was not in attendance.  The February 2004 Police Report was presented to the council. 

Project # 271 – 1st Addition to Osakis Properties 

The bid opening was March 3rd at 2pm at City Hall.  We received 11 bids the low four were:

Brietbach                                  $269,787.14

R K Excavating                        $279,912.81

R L Larson                               $297,815.85

Mark Lee Excavating                $303,080.78 

Tom Klemenhagen was in attendance for the council to accept the low bid from Brietbach in the amount of $269,787.14. 

Tom Klemenhagen invited Mr. Jerry Gray who deals in wetland enhancement. 

The 1st Addition to Osakis Properties has a pond on lot 12, instead of taking up a lot it seems to be possible to use the wetland as our pond.  Also Tab Hendricks Twin Homes Project could be tied into this also and the City could get some reimbursement from that project. 

Mr. Gray explained what it would do and answered any questions the council had. 

A motion by Emerson 2nd by Nordstrom to go ahead with the wetland enhancement rather than lot 12 for the pond.  With an agreement with Tab Hendricks to connect with the wetland enhancement for his pond.  All Ayes. 

Traci Ryan said it looks very feasible money wise to do this project. 

A Resolution was presented by Emerson 2nd by Timmerman to accept the low bid from Brietbach in the amount of $269,787.14 to do the 1st Addition to Osakis Properties.  When put to a vote the Resolution passed unanimously. 

Project # 17 – 1st Ave West Utility Request 

Council has requested a Feasibility study done for the extension of the utilities on the Southern portion of 1st Ave West. 

Project total $21,596.52.  City portion $5,894.46.  Assessable total $15,702.06 for the west side. 

A Resolution was presented by Hagemann 2nd by Nordstrom to accept the feasibility study on the 1st Ave West Utility Project, with the stipulation that Carol Marthaler gets no benefit off 1st Ave West, and to set up a Public Hearing for April 5, 2004 at 7:00pm.  When put to a vote the Resolution passed unanimously. 

Project # 352 – Lead Hazard Control Grant 

We have received the Lead Hazard Control Grant from DEED. 

A Resolution is needed to give Mayor Astleford and Clerk Flolid authorization to apply to the Minnesota Department of Employment and Economic Development/DEED for this project. 

A Resolution was presented by Emerson 2nd by Hagemann to approve Mayor Astleford and Clerk Flolid the authorization to apply for the Lead Hazard Control Grant.  When put to a vote the Resolution passed unanimously. 

Project # 6 – Theatre Building 

The council received a copy of the Ad which was put in the Echo Press and the Osakis Review, and the specs written for the project. 

The council needs to discuss how the project will be paid for. 

The police department will take pictures before, during, and after the project. 

The decision was tabled until the April 5th, 2004 regular council meeting. 

Project # 233 - SRWD 

According to the Agreement we need to meet with representatives to discuss and to agree upon the nature of the project and the plans for its implementation.  The parties shall complete this process by no later than March 31, 2004. 

The Mayor has been at the SRWD Meetings and explained to them he has been checking into the markers etc. needed to mark the storm water out takes, however it will probably not get done by 3/31 because of the weather. 

The SRWD and the City cannot do a joint news release until after the judge signs the agreement. 

The mayor also asked for the SRWD punch list which they would like done.  SRWD will get it to Astleford. 

Project # 312 – Osakis Onward 

The Clerk received a Quitclaim Deed which conveys the States rights on the property which the Clerk has written the letters to MNDOT on 9/26/03 and also a follow up letter on 2/6/04. 

This needs to be recorded.  Also Rod Growe from Osakis Ag is interested in the property which lays north of the Rail Bed. 

A motion by Emerson 2nd by Timmerman to approve the Clerk to get the Quitclaim Deed recorded.  All Ayes. 

Chub Hensley was in attendance and asked about the money OEDC gives to the city.  What it is used for?  The Clerk informed him that the city turns around and writes out a check to the Osakis Visitors and Heritage Board and states it’s from OEDC on the check stub. Chub at that point asked Mr. Timmerman, being he is on the board, what it is used for?  Timmerman could not say right off, but he would look into it and let him know. 

A motion by Hageman 2nd by Emerson to adjourn the meeting at 11:00 AM.  All Ayes.
